Kotler ill-treated ,killed and tortured anyone who doesn't have power?(including Germans) He was SS soldier and was allowed killed germans civils but not nazis.

I don't think he ran around killing everyone without power. He just abused people, to varying degrees, if he felt like it. While Kotler was a cruel man, he was still a soldier and acted within the confines of his position.
