Why in movie Kotler hesitated ruffled Bruno's hair before he go to war  ? Why Kotler was tough and emotionless?

One wonders if Kotler is scared to go to war. He hesitates with Bruno perhaps because Bruno's character is the antithesis of his. He was completely indoctrinated by Nazi principles. He embraced his hate to avoid the issues in his life he did not want to deal with.
