Kotler thinking that normal people or men who had feelings and conscience was inferior ,only fascist was strong ?

I think you that you are trying to read too much into a fairly minor character in the book. We know that Kotler overcompensates for his insecurities by clinging to fascist ideology. Beyond his hatred for Jews, we can only speculate on how he feels about others.
