why is this better than saying "a cloud crossed the sky"?

liesel stood on munich street and watched a single giant cloud come over the hills like a white monster.... the sun was eclipsed, and in its place, a white beast with a gray heart watched the town.

There is so much of this book stylistically that relies on personification. Indeed the narrator is merely made up of personification himself. So, it is artistically unifying that Zusak should personify a cloud in this way. There is something ominous of the cloud crossing over like the Nazis who would cross over into all lives like a dark shadow.
