When Liesel calms everyone in the bomb shelter by reading The Whistler, she begins to realize the power of words to affect human emotions. Even the feud between Frau Holtzapfel and Rosa subsides when Liesel begins reading to the former. Liesel understands that all the books she reads contain the power to affect both calmness and change: books contain ideas and ideas are something the Nazis cannot destroy.
