When Rudy winner marathon Franz beated him.Why nobody who conducting competition didn't react that Franz beaten Rudy? Nazis promote aggression among boys?

I suppose this depends on how many people actually saw this take place. Certainly the Nazis did promote aggression in boys. Also we might consider that Rudy's attitude was not what the Nazis wanted in their Hitler youth. People might have looked the other way.
