Maybe Franz deep down in heart liked Rudy and Liesel but he can't show it ?Maybe he would liked them when they started belived in nazi propaganda like him.

Perhaps, sometimes people lash out at others because they recognize the same traits in themselves. That, however, is only speculation. We do not get to know Franz well enough to come to this conclusion.
