This is difficult to say. On the outside she shows a propensity for Nazi propaganda yet she displays a sense of loathing for what the war has done (killed her son). She has a soft spot for Liesel and lets her steal books that have been banned. Ilsa is more of a complex character. I'm going to say, given a chance to choose, in her heart she isn't. Still there are parts of her that show the same characteristics of a Nazi Sympathizer (like many Germans were.)
