Why had Ismene been taken away from Estevan and Esperanza in Guatemala?

She was taken in a raid on their neighborhood. Since Esperanza knew the names of twenty teachers' union members, the authorities used Ismene as a leverage tool: if she told the names of these members (who would be killed), she would get Ismene back.
