What does Estevan mean when he says that the palindrome about the Panama Canal is "a typical gringo way of looking at that endeavor"?

In context, Estevan is referring to the fact that the Panama Canal, to the gringo or white man, is purely about money... economics. The gringo is unable to appreciate or value the beauty for what it is.
