Tom and Huck are different in that they have different family situations. Huck has a drunken father who abuses him; Tom is "goofy," but he is more into things normal for his age: the whitewashing of the fence, having a crush on Becky, etc. They have gone through different experiences and will continue to do so as they grow. Huck will mature; Tom will take a longer time to mature.
