Why is Junior upset with Mr. P?

Junior is upset for a variety of reasons. First, he is suspended, but that is for his own foolish, impetuous actions. Juniour was angry over the textbook he received in Chapter Four, the textbook that belonged to his mother. He was angry at the system.... not Mr. P.
