The buoyant force equals the weight of the displaced fluid. If the balloon is pushed deeper into the water, it becomes smaller due to the increased pressure, and displaces less fluid. The buoyant force on it decreases. Since the weighted balloon was barely able to float before, it will now sink, and continue to sink.
