The lower a mean BRFSS score, the happier the state. The better the rank, the happier the state. The correlation is negative, so this means that there are some states that have similar ranks (and thus some agreement). (However, these states are the exception to the rule.) If there was complete agreement, then we would have a graph that looks like a line at a 45 degree angle. However, since the data does not mimic that line, there is disagreement between the data.
