Given that the classes are fairly small, I would disagree with this statement. After all, although the bars appear to differ by a lot, they really only differ by about 2 percent if we look at the scale of the bar graph. Since 2 percent could be one or two students, it would be incorrect to say that the classes performed quite differently.
