Both expressions are linear. When you look at the image on page 3 or the data they give you, you will notice that the number of inscribed tiles equals 2n. Similarly, looking at the image on page 3, you will see that the number of plain tiles is equal to n+2. Therefore the number of plain tiles when n=8 is 10, and the number of inscribed tiles is 16.
