Why does Jacob toss his pieces of hair the wind ?

Jacob tosses the pieces of his hair into the wind, so the birds can collect it for making their nests.

Sarah cut Papa's hair, too. No one else saw, but I found him behind the barn, tossing the pieces of hair into the wind for the birds.
