Why wasn't Friar Laurence's message delivered?

Friar Lawrence had gone to seek a companion (another friar) to join him on his journey to Mantua. Unfortunately, when he went to get him, the town health officials were there because they believed the house to be a scene of plague. They quarantined the house and everyone inside. Thus, he could not leave to deliver the message.
