What is progressive about Capulet’s initial decision about Juliet’s Marriage to Paris?

I suppose giving Juliet some choice in who she marries was pretty progressive for the time. Marriages were generally brokered by fathers and involved money. Capulet tells Parris to wait and see if Juliet likes him. This, leniency of course changes as the play progresses.
