My initial response to this question would be the fact that Romeo and Juliet hid their marriage to begin with, and that the Friar and Nurse chose to keep the marriage a secret even after it became apparent things wrre getting out of control. Because of this, I'd have to choose Friar Laurence's decision to send Romeo into hiding, rather than revealing the relationship between the two lovers. This act set off the events that would lead to the deaths of both Romeo and Juliet.
