How far does Shakespeare place the responsibility for the tragedy on the older generation

The older generation in bent on continuing a feud that no one even understands anymore. The Capulets and Montagues force their children into a situation in which they're required to sneal around and hide. Had their parents consented to their courting, the relationship might have ended on its own.... at worst for the familes they'd have ended up married..... rather than dead.
