Do you mean the judgment that he has beed banished from Verona? Romeo thinks it is a fate worse than death.

There is no world without Verona walls But purgatory, torture, hell itself. Hence “banishèd” is banished from the world, And world’s exile is death. Then “banishèd,” Act 3 sc 3
