Is this description accurate? What might this statement propose about the accuracy of historical accounts?

When the story opens, the narrator describes life in the early 1900's. noting that "there were no negroes. There were no immigrants."

I don't think this would be accurate. Perhaps this was the case in the initial setting when the novel opens in the year 1902, in the town of New Rochelle, New York.
