Is Freddy in love or infatuated? Is he a better choice than Higgins?

Freddy is definitely infatuated, but that doesn't change the love he feels for Eliza. The two marry, and from what we're told..... their marriage is successful and happy. Freddy is the brightest, but his first priority is his wife's happiness. The last part off the question calls for your opinion. In my opinion, Eliza made the right choice.
