How does Twain use nature versus nurture to explain how the usurper turned out?

The tension between nature and nurture is most clearly seen in the character of Tom Driscoll (or more specifically, the young usurper, Chambers, who is unknowingly posing as Tom). Tom grows from a spoiled, fractious child into a lazy, dishonest adult.
