Definitely abuse, and that is your definition. The breaking of a dog implies fear; dogs who learn to love and obey their masters because of good treatment and loyalty are not broken. There is no loyalty in a dog that's been beaten into submission, and who performs out of fear of a beating. Someone who breaks dogs breaks their spirit and forces them to perform.
