Do Mr. Bennet's reflections at the beginning of this chapter show him to be a dynamic character? Why or why not?

I don't think Mr. Bennet is a dynamic character in this chapter. He is so desperate to have his girls marry, he is willing to pay back  Mr. Gardiner for bribing Lydia to marry Wickham. Mr. Bennet is essentially the same for the book. He laments having only girls and had not saved enough to marry them off to men with money.
