Petals of Blood is in itself a symbol of the hope that the local people had with regards to gaining their own independence from the colonialists and imperialists. It is a promise of a bureaucratic and civic "harvest" which at the time was being jeopardized by "worms." Additionally, it is a symbol of the transformation from an old era to a new era.
