Petals of Blood is in itself a symbol of the hope that the local people had with regards to gaining their own independence from the colonialists and imperialists. It is a promise of a bureaucratic and civic "harvest" which at the time was being jeopardized by "worms." Additionally, it is a symbol of the transformation from an old era to a new era.

from my interpretation, "Petals of blood" signifies the both good and bad aspect of a new future. The book portrays the hopes of the villagers as they try to march towards the new beginning however in this process, the villagers were robbed by the greed of the capitalist society. The title of the book to conclude displays the lingering suffering that were forgotten after all, the petals of the flowers are the only thing that attracts somone, not its thorns.
