Why does God return after a long absence?

I have read this but do not remember the section you are referring to. Please tell me the name of the section or chapter. 

Marji is upset that the Shah was evil and had tortured her grandfather. She previously fely that God had placed the Shah in power. As she attempts to recreate her grandfather's water torture in her bathtub, she thinks she feels God's comforting presence.
