The bread swan is a symbol of comfort, beauty, peace and freedom. The swan is everything that the Islamic State is not. 

On page 69 when Marji’s Uncle Anoosh is sent to prison he asks to see Marji as his one visitor. When he is with Marji he gives her another bread-duck this one is the “uncle of the first one”, this duck is a symbol of his love for her and a way for her to remember him.
