Is this poem ironic or tragic? What is the irony or tragedy implicit in this poem?

THere is both tragedy and irony in this poem. Ozymandias's statue was intended to project his greatness. The onlookers, however, only see shattered pieces upon a wasteland. Perhaps this man was once famous, but no more.
