I think this is complex because the character of Satan is so complex. Satan must represent many things in many different cultures and interpretations of Christianity. Indeed, the Satan figure spans many mythologies besides Christianity. This is quite a detailed question for this short space, but I think Milton really wanted a universal understanding of Satan as the ultimate ant-hero.
