Do you think that Shakespeare wanted Iago to represent the devil or vice in general? Or is Iago simply a malicious person?

He's malicious, but he is not the devil. It is said that Shakespeare wanted him to be "as next to the devil—but not the devil. It seems he was meant to be one of the devil's minions.
