why does Garcia marquez make repeated use of the 'many years later' formula??

It has been awhile since I read this but I do remember this repeated phraseology. I think that "many years later" provides the characters and the reader with a sense of hindsight and retrospect. It gives the sense of the passage of time and, with time, the unfolding of events. Both memory and forgetfulness takes place during this passage of time.
