The Blue tick hound symbolizes Bromden's memories of hunting. He remembers a lost houd that was baying and jumping around in the fog. The dog was frightened because it couldn't see, and it couldn't smell anything other then its own fear. Bromdens compares the feeling he has about telling his story to the fear of the lost dog.
