By asking for more to eat, Oliver has challenged the those who are in authority over the orphanage. He is highlighting how insufficient their care of the orphans is. Mr Bumble and the community board view Oliver as a dangerous person, because he is resisting the "status quo" of how things are run. They want to get rid of him so that other children in the orphanage don't follow his example and begin questioning the cruel treatment and poverty that the orphans are experiencing.
