Dickens uses both attire and social status to paint his characters. These were both strong social cues at the time which were often used to define people. Check out this excerpt,

"What an excellent example of the power of dress, young Oliver Twist was! Wrapped in the blanket which had hitherto formed his only covering, he might have been the child of a nobleman or a beggar; it would have been hard for the haughtiest stranger to have assigned him his proper station in society. But now that he was enveloped in the old calico robes which had grown yellow in the same service, he was badged and ticketed, and fell into his place at once -- a parish child -- the orphan of a workhouse -- the humble, half-starved drudge -- to be cuffed and buffeted through the world -- despised by all, and pitied by none. "

Dickens uses a great deal of description in order to succeed in his satirical,sarcastic and mocking tone that he uses to attack the new english laws together with their implementers like mr.bumble,mrs.corney,the board members and of course not to leave out the overseer:mr grannet.Again if we are to see or find out how dickens describes his settings and the enviroment in the novel,we realise that he uses description of the weather;"a chearless morning",even how the characters comment about the conditions;"to chop off a mans ears" said by mr.bumble.dickens also makes us know the charactr's characters through description;the way he describes fagin,satirically,as "the merry old gentlemen".the description of characters still helps dickens to portray themes,like the description of the old lady that had come to report old sallys being about to die,her description as a pauper portrayed much of the suffering among the rest.Therefore it would be rigt to conclude that description is one of the most effective literally writing technique in oliver twist.
