Curly has a major case of "small guy complex". George knows guys like Curley go after bigger guys they think they are able to intimidate. Lennie is the perfect target for Curley. Curley goes after Lennie when he thinks Lennie is laughing at him because of his (Curley's) wife roaming the ranch.
