Was George justified to kill Lennie? Why or why not?

There are various answers to this question, and your answer is dependent upon your own personal values. I consider George's actions a form of mercy. He saved Lennie from the physical punishment he would have received, in addition to a painful death by hanging. Lennie's end was already decided, George simply chose to make his death a quick one.... to eliminate the fear and suffering.
