Curley has power in the ranch because he is the boss’s son. He craves power over other men for personal validation. He has a bad case of "small guy complex". Intimidating bigger guys like Lennie gives him the power he craves which translates to a false sense of self-esteem. I think Curley would have similar problems today if he acted like he did. It might be worse now for Curley because this isn't a depression and people aren't as desperate for jobs. Curley would easily push someone too far.
