Who was rationing the electricity?
When it says that the electricity was being rationed now did they mean the soldiers were rationing it oR was the people of Denmark rationing it?

Electricity has been rationed by the Germans, and so the families of Denmark must go without heat and light, relying on candles, extra blankets, and coal stoves.
