2. Why does Wiesel compare himself and other Jews to ‘old rags’?

Thats how they were treated by the SS. They got very very few comfort items. They literally wore their torn clothing and drank cold soup. The metaphor is that they were seen as expendable. When they could no longer work, they were thrown out, just like an old rag.
