Why were there no whites people in ghuguletho

From my knowledge of the book, Mother to Mother, one could assume that "white people" were of a higher status, meaning that they had better privileges than that of which "black people" had, hence there were no whites in Gugulethu as they had a satisfactory standard of living (leaving no reason for them to be situated there).
