Why was Antonio not in position to repay the money he owed Shylock?

Antonio's ships filled with trade goods were out to sea. He had no money in hand and had recently learned that two ships were lost. Antonio was given three months to pay back the debt he owed Shylock, and Shylock refused any extension on the loan. Antonio was unable to repay the deby because he had no money.
