Why is it that Spiegelman chose to omit the mice's tails in certain frames?

I believe the fact that the tails are missing in some frames has everything to do with "blending." A number of props are used by the mice in order to blend in with other groups, to make them look less conspicuous. Masks were used and tails were hidden. The disappearance of a tail makes a mouse (especially when wearing a mask) much harder to detect.
