why is ralph concerned about the little boys? why does jack empathize with them?

Jack only empathizes about the bad dreams but that is the extent of it. Jack is quickly tiring of the littluns. Ralph is concerned that the littluns' irrational fear of a Beast or monster is filtering to the other bigger boys and causing general unrest and paranoia. Fear also gives Jack more power which Ralph so desperately needs.
