Why does Simon tell Raph that ''you'' will get back all right?

Simon is Golding's Christ figure. This means that he displays Christlike traits including prophethic statements like the one above. Simon himself doesn't know how and why he knows things, he simply just does. It is as if Simon knows an apocalypse of sorts is coming where the boys will destroy each other, including himself, but that Ralph will somehow survive.
