Why does Ralph call a meeting in Chapter 5?

Ralph calls a meeting in Chapter Five, so he can address the many things that are not getting done..... things that are being neglected. Neglected items include the completing the shelters, the locations where the boys are relieving themselves, the lack of fresh water collection, and the most important thing of all...... the neglect of the signal fire.
