What 'laws' does Ralph consider essential? What is jack’s view of these?

Ralph considers laws like the signal fire, fresh drinking water and the lavatory by the rocks essential. Jack thinks these are rules for the weak. Jack wants nothing to do with rules that include him. These rules are essential for their survival as a community but, of course, Jack has little use for a community.
